By accessing or using DOST VI - PULSE ("the Platform"), you acknowledge that you have read, understood, and agree to be bound by these Terms and Conditions. These terms constitute a legally binding agreement between you and the Department of Science and Technology Region VI (DOST VI).

2. Definitions

• "Platform" refers to DOST VI - PULSE (Performance & Utilization Log for Services and E-transactions).
• "User" refers to any individual or entity accessing or using the Platform.
• "Services" refers to all features, functionalities, and services provided through the Platform.
• "Content" refers to all information, data, text, software, photographs, graphics, and other materials.

3. User Registration and Account Security

• You must provide accurate, current, and complete information during the registration process.
• You are responsible for maintaining the confidentiality of your account credentials.
• You must immediately notify DOST VI of any unauthorized use of your account.
• You are solely responsible for all activities that occur under your account.
• DOST VI reserves the right to suspend or terminate accounts that violate these terms.

4. Acceptable Use Policy

Users agree not to:

• Use the Platform for any unlawful purpose or in violation of any applicable laws.
• Submit false, misleading, or fraudulent information.
• Impersonate any person or entity or falsely state your affiliation.
• Interfere with or disrupt the Platform's operation or servers.
• Attempt to gain unauthorized access to any part of the Platform.
• Upload or transmit viruses, malware, or any malicious code.
• Use any automated means to access or scrape data from the Platform.
• Violate the intellectual property rights of DOST VI or third parties.

5. Intellectual Property Rights

• All content, trademarks, logos, and intellectual property on the Platform are owned by or licensed to DOST VI.
• Users retain ownership of content they submit but grant DOST VI a license to use it for service provision.
• Users may not reproduce, distribute, or create derivative works without express permission.
• Government documents and publications may be subject to different usage rights as specified by law.

6. Data and Privacy

Your use of the Platform is also governed by our Privacy Policy. By using the Platform, you consent to the collection, use, and sharing of your information as described in our Privacy Policy.

7. Service Availability and Modifications

• DOST VI strives to maintain Platform availability but does not guarantee uninterrupted access.
• We reserve the right to modify, suspend, or discontinue any aspect of the Platform at any time.
• Planned maintenance will be communicated to users when possible.
• We may update these Terms and Conditions periodically, with continued use constituting acceptance.

8. Limitation of Liability

• DOST VI provides the Platform on an "as is" and "as available" basis.
• We make no warranties regarding the accuracy, reliability, or completeness of Platform content.
• DOST VI shall not be liable for any direct, indirect, incidental, or consequential damages.
• Users agree to indemnify DOST VI against any claims arising from their use of the Platform.

9. Third-Party Links and Services

The Platform may contain links to third-party websites or services. DOST VI is not responsible for the content, privacy policies, or practices of any third-party sites. Users access third-party links at their own risk.

10. Termination

• DOST VI reserves the right to terminate or suspend user accounts for violations of these terms.
• Users may terminate their account at any time by contacting DOST VI support.
• Upon termination, certain obligations and liabilities incurred prior to termination shall survive.

11. Governing Law

These Terms and Conditions shall be governed by and construed in accordance with the laws of the Republic of the Philippines. Any disputes arising from these terms shall be subject to the exclusive jurisdiction of Philippine courts.
